戦争は決してそれ自身究極の目的ではなく、他のより主要な目的のための手段にしかすぎない。そのため「戦争には確かに独自の方法はある。しかし独自の論理などは決してありはしないのである」。
このため、戦争とは必然的に一国の政治もしくは政策の目的を遂行する手段に他ならない。つまり、政治的な目的を欠いた戦争というものはありえないことになる。そしてクラウゼヴィッツにとっての政治とは「内政上の一切の利害、また個人生活の利害や哲学的に考えられる利害をも統一し、調和させるものである」と同時に対外的には「全社会の一切の利害の代弁者」となる。
このようにクラウゼヴィッツにおいては、戦争と政治との関わりが手段と目的の関係として結び付けられている。この戦争と政治の関係を、さらに不可分のものにしたのはカール・シュミットである。中谷は上に続く文章の中で、シュミットを参照にしながら次のように述べている。
・・・戦争なるものは明らかに国家と国家との間の闘争であって、従ってまた国家と個人との、若しくは個人と個人との間には、少なくとも戦争と呼ぶにふさわしい形態によるところの闘争は認められない。カルル・シュミットが、戦争に於いて敵と呼ばれるところのものは、全て公的に限るのであって、私敵の存在はこれを認むることを得ず、との意を述べているのは、まことに尤もなことである。

War never has ultimate personal objectives but is not more than a means in order to achieve the objectives of another party. For that reason, “There are certainly distinctive methods in war. However, distinctive logic does not even exist.”
For this reason, war is nothing more than a means for the inevitable execution of one country’s political or policy objectives. In other words, war cannot exist without political objectives. In addition, according to Clausewitz, politics are “only advantageous to domestic affairs and are coordinated to consolidate advantages to individual lifestyle and advantages that can be considered philosophically” and at the same time, externally, are “the spokesperson for advantages for the whole society.”
In this way, Clausewitz links the connection between war and politics as the relationships between means and objectives. It was Karl Schmidt that made the relationship between war and politics even more inseparable. Nakatani refers to Schmidt in his work mentioned in the following manner:
… Wars are clearly started by conflict between nations and therefore conflict between nations and individuals or between individuals cannot be recognized as war in the proper sense of the word. The fact that Karl Schmidt states the meaning that in war, that which is called the enemy is limited only to all public usage and that the existence of individual enmity must recognize this is also quite plausible.
